A weekly, territory-limited opportunity brief for property developers — built by measuring every parcel of land in your patch and watching what changes. Not a search tool. The answer.
A real site page from a recent Torbay brief. Address and identifying references redacted; every figure is real and carries its method.
Conversion from care home (C2) to 14 assisted-living flats (C3), with demolition and parking works · granted 26 January 2024 · expiry estimate 26 January 2027 · reserved matters / commencement: none found on the register · reference xxxxxxxxxx
A full permission for a 14-unit conversion on this parcel shows no evidence of commencement — no later application within 25 m and no new energy certificate since the decision — and its three-year time limit is estimated to expire in January 2027. The parcel offers 868 m² (9,340 sq ft) of undeveloped area behind a 491 m² building, with 37.8 m (124 ft) of road frontage (estimate) and a workable ~10% slope. The site sits in a conservation area and a tree preservation zone, both design factors rather than bars. The most important next step is approaching the owner before the permission lapses.
Area 1,359 m² (14,626 sq ft) · footprint 491 m² (36%) · undeveloped 868 m² (9,340 sq ft) · frontage 37.8 m (124 ft) (estimate) · slope median ~10% (1 in 10.1) (estimate)
Flood Zone 1 · conservation area · TPO zone · no listing on or within 50 m · no Article 4 · outside tourism-retention areas
xxxxxxxxxxxxxxxxxxxx · no matched freehold sale since 1995 (match coverage ~78%)
The permitted scheme: 14 units already consented.
Title register and plan (£7, on request) · site visit and measured check · plot appraisal
One territory, few seats. Torbay carries 3 Founder seats, then at most 5 Standard seats — or a single Exclusive seat. When you mark a site pursuing, it is withheld from every other subscriber in your territory for 30 days: your competitors' brief that week simply carries a different site. When the seats are gone, the territory is closed.
Before selling a single brief we replayed the engine over three years of Torbay history, week by week, using only what was public at each date — then followed every site it would have flagged, against control plots matched on neighbourhood, plot size, undeveloped capacity and whether they were built on.
Stated caveats: ownership and draft-allocation signals could not be replayed (no public history exists); appeal data begins in 2023; parcel geometry is a single Land Registry vintage; per-decile counts are small. The full methodology note is available to subscribers. From the second issue onward, every brief publishes what actually happened to the sites we surfaced. That number is the product.
Three-month minimum on the first seat of a newly opened territory. Per-site extras: Land Registry title purchase and summary (£7 pass-through), site visit and measured check, plot appraisal.
Torbay is live. Every other English planning authority opens by demand — join the waitlist and territories open in order of interest, with Founder pricing to the first names on the list.
Windfall Brief is built by a land surveyor with twenty years of ground truth in Devon, and an analysis engine that reads every public dataset that matters — Land Registry, energy certificates, planning registers, LiDAR terrain, flood and heritage layers — every week, and measures itself in public. When a site deserves it, the surveyor walks it. A newsletter can be copied; a professional opinion with a name on it cannot.
Is this investment advice? No. It is research. Every number shows its method and source; verify before you buy anything.
Do you contact owners? Never. We read public data; we never imply anything is for sale.
Why only ten sites? Because you don't have time for two hundred. The rest are watched, and resurface when something changes. A quiet week is stated as quiet, never padded.
What happens to sites nobody pursues? They stay in the outcome ledger. We publish our hit rate — what actually happened to what we surfaced.
Can I get my own area? Join the waitlist; territories open by demand.
